History

Site opened as "East New York Reform". The main building is magnificent, with a medieval tower and a long green copper roof, designed by architect John Rochester Thomas, who also designed Elmira. This site is selected in part because of easily available stones, and transportation provided by the adjacent Delaware and Hudson Canal; able-bodied adult resi- dents are imported for construction workers.

In 1906 adult prisoners were returned, replaced with juvenile offenders, and official reformers began operations. Years later it reached a capacity of 500 beds. In 1921 East became the first of the institutions for defective criminals in the United States. On various occasions, the facility is designated as the "Institute for Disabled and Delinquent Men in Napanoch", "State Institution for Male Disability Delinquency", and "Catskill Renewal".

The state's Ulster Correctional Facility was built on Eastern soil in 1990.
