Cabinet is a group of unelected chief executives from the North Carolina government. This is separate and distinct from the North Carolina State Council, whose members are elected throughout the state, and who are part of the executive leadership of the government. All cabinet secretaries are appointed by the Governor.
The size of the Cabinet reduced by two on January 1, 2012, when three Cabinet-level agencies, North Carolina Crime and Custody Control Department, North Carolina Correction Department and North Carolina Delinquency and Delinquency Prevention and Prevention Department are joining the North Carolina Public Safety Department.
The Cabinet was later expanded by two secretaries by 2015, with the creation of two new Departments: Information Technology and Military Affairs and Veterans.

Suggestions and approvals
Just before Roy Cooper took office as governor in 2017, the North Carolina General Assembly violated the old tradition, adding to the provisions of state legislation that the appointment of the Cabinet requires advice and approval from the North Carolina Senate. Cooper challenged the law in court and said none of his candidates would wait for a Senate confirmation hearing to take on their duties. He announced on January 27, 2017, that all but two cabinet secretaries have been sworn in and have occupied the post. The three-judge panel issued a temporary restraining order on 7 February 2017, preventing the Senate from taking action to hold a confirmation hearing, pending the outcome of a case challenging the constitutionality of the law. The panel then canceled the order, but Cooper said he would postpone nominations to the Senate until the hearing could be held. After further court proceedings, the Senate issued a summons to Larry Hall to attend a confirmation hearing for the Secretary of Military Affairs and Veterans, and Hall fulfilled. The Senate then voted unanimously to confirm Hall. The North Carolina Appellate Court ruled against the Governor and upheld the constitutionality of the law providing advice and approval in November 2017.
