It is that who does not is that it is a sequence of English words indicating syntactic ambiguity. This is used as an example illustrating the importance of proper punctuation.

The sequence can be understood as one of four correct grammatical sequences, each with at least four separate sentences, by adding punctuation:

That's it. It's not, no. That is all? This.

That is, that's it. It is not. That is all? This.

That is, that is not true. Is not "what is that"? This.

That is, is that it is not, "no." That is all? This.

The first two relate the simple philosophical saying in the Parmenides style that all that exists, is, and that everything that does not exist does not exist. The sentence is recorded in the Dictionary of Phrase and Fable Brewer .

This phrase appears in the 1968 American movie Charly, written to show punctuation to Charly's main character teacher, in a scene to show that surgery to make a smarter character has succeeded.
