The Massachusetts Department of Correction is responsible for operating the Massachusetts Commonwealth prison system in the United States. The Massachusetts Department of Corrections is responsible for the care of about 10,000 inmates (by January 2016) in all 17 prisons and employing over 5,200 employees (about 4,000 of whom are sworn prisoners). The Massachusetts Department of Corrections also has a fugitive arrest unit, gang intelligence unit, Unit K9, Special Reaction Team (SRT), and Tactical Response Team (TRT). Both of these tactical units are highly trained and paramilitary. DOC Massachusetts is the largest law enforcement agency in the state of Massachusetts with 5,200 staff, some 4,000 of whom are sworn corrective officers. The agent is headquartered in Milford, Massachusetts and is currently headed by Commissioner Thomas Turco.

Security Level

The following security levels are used by the Massachusetts Department of Improvement.

MAXIMUM SECURITY: The degree of protection in which both the design/construction and classification of inmates reflects the need to provide maximum internal and external control and supervision of prisoners primarily through the use of high security parameters and the widespread use of internal physical barriers and checkpoints. Prisoners who are granted this status present a serious risk of escaping or posing a serious threat to themselves, to other inmates, to staff, or running the institution on a regular basis. The supervision of inmates is direct and constant.

  • Maximum Facilities : Souza-Baranowski Corridor Center, Massachusetts - Cedar Junction Prison.

MEDIUM SECURITY: The level of detention in which the design/construction and classification of inmates reflects the need to provide maximum internal and external control and control of prisoners. Prisoners granted this status may pose a risk of escaping or threatening other prisoners, staff, or institutions that run it regularly. Supervision remains constant and direct. Through the willingness of prisoners to comply with institutional rules and regulations, increased employment and program opportunities exist.

  • Medium Facility : Old Colony Breeding Center, Bridgewater State Hospital, Massachusetts - Concord Prison, Massachusetts Treatment Center, Massachusetts - Norfolk Institution, North Central Correctional Institution, Hospital Lemuel Shattuck, Unit Correction, Massachusetts Prison Institution - Framingham, Massachusetts Alcohol, Substance Abuse Center and Massachusetts - Shirley Prison.

MINIMUM SECURITY: The level of detention in which both the design/construction and classification of inmates reflects the purpose of returning to inmates a greater sense of personal responsibility and autonomy while still providing supervision and monitoring of behaviors and activities. Prisoners at this level of security are not considered a serious risk to the safety of staff, inmates or the public. Program participation is mandated and directed towards their potential reintegration into society. Access to the community is limited and under constant direct staff control.

  • Minimum Facility : Massachusetts Penitentiary - Plymouth Pre-Release Center, Boston, Northeastern Correctional Center, Pondville Prison Center, South Middlesex Correctional Center.

PRA-RELEASE: The degree of detention in which both the design/construction as well as the classification of inmates reflects the purpose of returning to the maximum responsibility and control of their own behavior and actions before they are released. Direct supervision of these inmates is not necessary, but intermittent observations may be appropriate under certain conditions. Prisoners at this level may be permitted to access unlisted communities to participate in programming to include, but not limited to, job releases, educational releases, etc.

  • Pre-Liberation Facility : Boston Pre-Liberation Center, Northeastern Prison Center, Pondville Prison Center, South Middlesex Correctional Center.

Excess prison rate

The density is determined based on the average daily population of the facility divided by the number of beds (design capacity). The total overcrowding rate for the DOC facility as of January 1, 2016 is 123%. Currently, North Central Correctional Institution is the most overcrowded jail in a system with a density of 170%.

Training Academy of Correction Officer

The Training of the Corrections Department was conducted at the Shirley Complex Training Academy in Shirley, MA. The academy consists of 10-12 weeks of paramilitary training to recruit new correction officers. (The Academy also trains the Prison Officer (CPO)). Recruitment is taught departmental policies and procedures, self-defense, firearms use, handcuff engineering and proper restraint, proper emergency vehicle operations, suicide prevention, security operations, and many other topics. After the recruitment completes the academy, he or she will be sworn in as a Massachusetts Corrections Officer and assigned to one of the seventeen state correctional facilities for further training by Field Officers (FTO). Field training programs are similar to the types of training that police departments use to train new police officers.

Fallen Officer
