FCI Ray Brook is located in Essex County, New York, halfway between the village of Lake Placid and Saranac Lake. Despite being built as a prison, it originally served as the Olympic Village for the Winter Olympics of 1980, held in Lake Placid.

Prisons became operational after the end of the Olympics and received the first inmates the same year. In 2010, FCI Ray Brook commemorated its thirtieth anniversary. In 2016, the agency hosted a pilot Pell grant program that offers course tuition through North Country Community College.
The Bureau of Prisons has received numerous complaints regarding the conditions at FCI Ray Brook. The US Court of Appeals for the Second Circuit returned the previously laid-off lawsuit filed against the Prison Bureau on behalf of six inmates suspected of being placed in a very hot, narrow single room with insufficient ventilation and cleaning supplies. The court found that the evidence justifies a cruel and unusual punishment claim. The lawsuit is currently pending.
